No person shall damage, harm, or fail to install, complete, maintain or otherwise impair the stormwater treatment and conveyance areas or any portion of a stormwater management system installed pursuant to this chapter. Unless other provisions are made in the process of development review and approval, responsibility for maintenance of stormwater system elements remains with the property owner and violation of these maintenance requirements shall constitute a violation of this chapter.
