If any meter becomes out of repair or fails to work properly in the opinion of the Superintendent of the Waterworks, then the Superintendent shall notify the consumers to repair the same and, if the consumer fails to have such repairs made within a reasonable time, then the Superintendent may cut off the supply of water until such repairs are made and, for the time that such meter has been out of repairs, the consumers shall pay the average of the last reading of such meter before becoming out of repair.
