(A) The Superintendent of the Waterworks may order the relocation of any meter which is not now located in a proper, handy and accessible place, and shut off the water in case of failure to relocate the same within ten days as directed by the Superintendent of the Waterworks.
(B) All meters shall be so placed that they shall be easily accessible at all times to meter readers and care must be taken not to cover them with wood, coal or any material whatever.
(C) If, however, they should be inaccessible, or covered, then the Superintendent of Waterworks may order the water turned off at the expense of the property owner.
