(A) It is the purpose of this chapter to promote the public health, safety and welfare through:
(1) The protection and preservation of the town’s historic and cultural heritage by providing for the designation of historic buildings, landmarks, sites and districts;
(2) The enhancement to quality of life through the maintenance of designated historic sites;
(3) The protection and enhancement of the town’s economy through the preservation of historical attractions for local residents, tourists and visitors to the town; and
(4) The expansion of public awareness, appreciation and knowledge of the town’s unique local history.
(B) The intent of this chapter is to create a reasonable balance between private property rights and the public interest in preserving the town’s unique historic character through the designation of buildings, structures, sites, objects and districts for preservation.
