(A) It the owner or lessee of any building fails, refuses or neglects to place the number, or replace it when necessary, the Town Clerk/Treasurer may cause a notice to be personally served on the owner or lessee or mailed by registered mail to his or her last known address, ordering him or her to place or replace the number.
(B) The owner or lessee shall comply with the notice within ten days from the date of service.
