§ 31.31 LIBRARY BOARD OF TRUSTEES.
   (A)   Establishment. A public library and reading room for the town is created and shall be managed and controlled by the Library Board of Trustees, appointed by the Mayor for that purpose.

   (B)   Appointment.
      (1)   The Mayor of the town shall appoint not fewer than five, nor more than seven, citizens of the town to serve as the Library Board of Trustees for the public library of the town.
      (2)   The first appointments of the Library Board of Trustees shall serve for terms of one, two, three, four and five years, respectively. If there are more than five Trustees, then Trustees shall be appointed in such a manner so as to ensure a trustee is appointed annually to serve a five-year term.
      (3)   Vacancies shall be filled for the remainder of the unexpired term as soon as possible in the manner in which the Trustees are regularly chosen.
      (4)   A Trustee shall not receive a salary, nor other compensation, for the services as Trustee.
      (5)   The Library Board of Trustees, immediately after their appointment, shall meet and organize by the election of a President and a Secretary and such other officers as deemed necessary.

   (C)   Powers and duties. The Library Board of Trustees shall:
      (1)   Adopt bylaws, rules and regulations for its own guidance and for the government of the public library at it deems expedient;
      (2)   Have supervision, care and custody of all property of the public library including rooms or buildings constructed, leased or set apart therefor;
      (3)   Employ a librarian, and upon the librarian’s recommendation, employ such other employees as may be necessary, prescribe their duties and fix their compensation;
      (4)   Submit annually a budget as required by law and certify to the Board of Trustees of the town the sums necessary to maintain and operate the public library for the ensuing year;
      (5)   Have exclusive control of the disbursements of the finances of the public library;
      (6)   Authorize the purchase of public library materials and equipment; and
      (7)   Do all other acts necessary for the orderly and efficient management, operation and control of the public library.
