(A) Adoption. The city adopts a plan to cooperate with other political subdivisions in the creation of the Northeastern Colorado Council of Governments, as provided for in Colorado Constitution Art. 14, § 18(2), and C.R.S. §§ 29-1-201 et seq. and 29-1-401 et seq. and further adopts the recommended rules, regulations, plan of organization and operation of the Northeastern Colorado Council of Governments as set forth in the “Articles of Association” adopted by official representatives of the several counties and municipalities cooperating in the organization of the Council.

(B) Functions, powers and duties. The Northeastern Colorado Council of Governments shall have the functions, powers and duties which are prescribed by law, and set forth in the Council’s Articles of Association.

(C) Representative.
(1) The representation of the town on the Northeastern Colorado Council of Governments shall consist of one voting representative, who shall represent all incorporated municipalities in the county which are affiliated with the Council.
(2) The representative shall similarly be selected by majority vote of all incorporated municipalities in the county which are affiliated with the Council.
