§ 90.05 LICENSING DOGS AND CATS.
   (A)   (1)   Each dog and cat over the age of four months located within the town shall be required to be licensed by the town.
      (2)   Each registration or license application shall contain the dog or cat owner’s name, address and telephone number, a description of the dog or cat, its breed, color, age, sex and the registration or license number issued for the dog or cat.
      (3)   No registration permit or license shall be issued unless and until the owner of a dog or cat provide a valid rabies vaccination certificate indicating that the dog or cat has been vaccinated against rabies by a licensed veterinarian.
      (4)   Every owner of each dog or cat within the town shall register each dog or cat over four months of age and pay a license fee in an amount established by resolution of the Board of Trustees from time to time.
   (B)   Tags shall be affixed to the collar or harness of the animal and worn at all times.
   (C)   Such registration or licensing shall be renewable annually on or before April 30 of each succeeding year.
   (D)   Failure to purchase such license each year by April 30 shall result in a penalty assessed to the owner of the animal in addition to licensing fees as required above as follows:
      (1)   For the first offense, the fine shall be $10 per animal;
      (2)   For the second offense, a fine of $20 per animal; and
      (3)   For the third offense, a fine of $30 per animal.
