§ 71.01 TRAILERS, TRUCKS, OVERSIZED AND RECREATIONAL VEHICLES; PARKING AND STORAGE.
   (A)   For the purpose of this section, the following definitions shall apply unless the context clearly requires a different meaning.
      COMMERCIAL VEHICLE. Any vehicle used for any commercial or business purpose and includes, but is not limited to, any trailer used for commercial or business purposes. Excluded from this definition is any passenger vehicle, with or without an attached trailer, used for any commercial or business purpose, the total or combined length of which does not exceed 25 feet (as measured from extreme front bumper to extreme rear bumper).
      IMPROVED SURFACE. An area having a surface of asphalt, concrete, rock, gravel or other inorganic material specifically intended for a parking surface, and such area has a permanent border.
      LOADING AND UNLOADING. The uninterrupted activity of continuously moving material, equipment, goods or other items of personal property from or to a vehicle during a 12-hour-per-day maximum period.
      MOTOR VEHICLE. Any self-propelled vehicle that is designed primarily for travel on the public highways and that is generally and commonly used to transport persons and property over the public highways or a low speed vehicle.
      OVERSIZED VEHICLE. Any car, truck, van, recreational vehicle or other motorized vehicle which exceeds eight feet or more in width including the truck bed and/or 25 feet or more in length.
      PROPERTY SETBACK. The front most part of the residence itself.
      RECREATIONAL VEHICLE. Any vehicle that may be used for recreation or personal purposes and shall include, but not be limited to, a boat, motor home, camper trailer, detached camper or detached trailer of any design, whether commercially manufactured or home-made. RECREATIONAL VEHICLE includes any trailer used to transport any recreational vehicle(s).
      SEMI-TRAILER. Any wheeled vehicle, without motive power, that is designed to be drawn by a truck or motor vehicle and to carry its cargo load wholly upon its own structure and which is generally and commonly used to carry and transport over the public highways.
      TRAILER. Any wheeled device used or designed to be towed behind a motor vehicle for the purpose of hauling boats, vehicles, equipment or other items.
      TRUCK. Any self-propelled motor vehicle having more than two axles or exceeding eight feet or more in width including the truck bed and/or 25 feet or more in length.
      TRUCK-TRACTOR. Any motor vehicle that is generally and commonly designed and used to draw a semi-trailer and its cargo load over the public highways.
   (B)   (1)   It is unlawful for any motor vehicle or trailer to be parked in the front yard of a lot on which exists a single-family or multi-family dwelling for any purposes, except:
         (a)   The washing of such vehicle;
         (b)   Loading or unloading of items from said residence;
         (c)   Storing vehicles used in active construction or demolition of the property; or
         (d)   Such vehicles or trailers are parked on an improved surface, in an enclosed structure or behind the property setback.
      (2)   It is unlawful to leave or park any semi-trailer and/or truck-tractor on any roadway, street or public right-of-way, public parking lot or residential property, except:
         (a)   During loading or unloading of such vehicle;
         (b)   When such vehicle is being used to render services to a property located within 200 feet of where the vehicle is parked; or
         (c)   The 400 block of East Fletcher Street, or directly on the north side, and directly on the south side of what is currently known as the Haxtun Memorial Arena area off the 500 Block of North Fairview Avenue.
      (3)   It is unlawful to park any recreational vehicle or trailer, oversized vehicle or commercial vehicle, whether attached or unattached on any public right-of-way, including any street, alley or public parking lot in excess of 72 hours, except the parking of such a vehicle used in active construction or demolition of said property when done in a manner as not to obstruct or create hazardous conditions for traffic or neighbors or cause damage to infrastructure.
      (4)   (a)   It shall be unlawful for any recreational vehicle to be used for living, sleeping or housekeeping purposes for longer than two weeks during any one-year period when parked in any location not zoned and approved for such use.
         (b)   Persons shall not live, sleep or house keep in a recreational vehicle parked on a public street, a public or private parking lot, or any vacant lot.
      (5)   No person shall use any recreational vehicle or trailer for the operation of a business or residence, while parked or stored, unless in an area zoned and approved for such use.
      (6)   No recreational vehicle, trailer, semi-trailer, truck-tractor or oversized vehicle shall be parked in such manner as to create a traffic hazard or block passage on the sidewalk or other right-of-way, whether parked on the street, public parking lot or on private property.
      (7)   This section shall not apply to town-owned or operated maintenance or construction vehicles.
