If the village engineer finds the application to be in conformance with the provisions of this chapter, and that the proposed work is in compliance with all applicable ordinances of the village, he shall issue a permit for the proposed work. The village engineer may issue such permit subject to such reasonable conditions as he deems necessary to ensure compliance with all applicable ordinances of the village. However, no permit shall be issued unless:
A. Such permit is accompanied by or combined with a valid building permit issued by the village; or
B. The proposed grading, fill or excavation is coordinated with any overall plan previously approved by the village for the area in which the site is situated. (Ord. 471-90, 11-12-1990)
