8-2-5: TERM OF PERMIT:
   A.   Completion Of Construction: Each permit issued by the building inspector under the provisions of this chapter shall become null and void if the work is not completed within the time period set forth below, unless the permit is renewed for the period and at the fee set forth below:

In addition, if work is not commenced within six (6) months of the date of issuance of the permit, or is suspended for six (6) months, a new permit will be required before work can be resumed. Upon expiration of the building permit, all bond money held by the Village will be automatically forfeited to the Village.
   B.   Permit Renewal: Not less than thirty (30) days prior to the expiration date of the building permit, the permit holder or homeowner may request that the building permit be renewed. The Chief Operating Officer, in the case of a first renewal, or the Architectural Review Commission, in the case of all subsequent renewals, shall have the authority to grant or deny renewals for the time periods indicated in subsection A of this section. The grant of extension may be conditioned upon the posting of a cash bond, or a letter of credit in a form acceptable to the Village Attorney, in an amount equal to one hundred fifty percent (150%) of the cost of completion of all unfinished items, as determined by the building inspector, whose determination shall be final and conclusive.
If at the end of the renewal period the construction has not been completed so as to cause the issuance of a temporary or final occupancy certificate, the building permit shall expire and the Village shall have the right, but not the obligation, to cause the completion of said construction or to commence an appropriate action to require the completion or demolition of the unfinished construction, and to draw upon the cash bond and/or letter of credit for the purpose of defraying the costs thereof. The foregoing shall not prevent the Village from issuing, upon proper application, payment of all fees and compliance with all other requirements of this Code, a new building permit with respect to such unfinished construction.
At the time of issuance of a temporary occupancy certificate, the time periods and renewal fees in subsection A of this section shall no longer apply and the terms in section 8-2-7 of this chapter shall apply.
