A. The village may, from time to time, enter into contracts with one or more persons or corporations providing for the collection of recyclable material within the village, upon such terms as the village deems advisable. To the extent that any term or condition of any such contract conflicts with any provision of any ordinance or resolution of the village, the terms or conditions set forth in such contract shall control.
B. Notwithstanding any provision contained in this code to the contrary, no person, whether licensed as a scavenger (residential or commercial) or not, shall purchase and/or collect recyclable material within the recyclable material program area unless authorized by the village to do so, pursuant to a contract entered into pursuant to this section.
C. Any scavenger who violates any provision of this section shall be subject to license suspension or revocation proceedings. (Ord. 769-96, 7-16-1996)
