A. Vacant Lots: No person shall throw or deposit litter or construction material on any open or vacant private property within the Village whether owned by such person or not.
B. Occupied Premises: No person shall throw or deposit litter or construction material on any occupied private premises within the Village, whether owned by such person or not, except in authorized private receptacles for collection.
C. Maintaining Premises Free of Litter: The owner or person in control of any private premises or vacant property shall at all times maintain the private premises or vacant property free of litter. This subsection shall not prohibit the storage of litter in authorized private receptacles for collection nor prohibit the burial or composting of litter on a small scale when covered by soil in a gardening plot or rear yard in a manner so as to prevent offensive odors.
