It shall be unlawful for any owner of any lot or land in the village to permit or maintain on any such lot or land, any tree or dead wood which, as provided in section 4-3A-1 of this article, is a public nuisance, and it shall be the duty of any such owner promptly to remove or cause to be removed any such tree or dead wood under the supervision and direction of the building inspector or his representative.
