Should the owner or occupant of any premises located within the city fail to dispose of garbage or trash in accordance with this chapter, as herein provided, the same may be disposed of by the city, which shall seek reimbursement of the reasonable cost and expense in the manner set forth in section 4-2-7 of this chapter.
