2-5-3: MEMBERS, AUTHORITY AND POWERS:
   A.    Members: The Authority shall be comprised of all five (5) members of the Hawley City Council who shall serve as Commissioners.
   B.    Administration: The administration of the Authority shall be determined in the bylaws of the Authority, which bylaws to be effective shall require approval by the City Council.
   C.    Powers: The Authority shall have such powers as may be mandated by the Act and such powers as may be permitted by the Act and conferred by the City Council. (Ord. 191, 3-8-1993)
