Of the twelve (12) members of the Commission first appointed representing two (2) persons from each member city, four (4) shall be appointed for terms expiring in January 1994, and four (4) shall be appointed for terms expiring in January of 1996 with the remaining expiring in January 1997. Each member city cannot have simultaneous term appointments for their two (2) members. Upon expiration of said initial terms, future appointees shall serve three (3) one year terms expiring in January of the appropriate year provided, however, that members shall continue their terms until new appointments or appointments are made by the city council representing the vacant seat. The city council representing the vacant seat shall make appointments to the Commission at its second official meeting in January of each year as necessary, or as soon thereafter as it desires.
