No person shall tap into or make a connection with any water main within the limits of the city unless the tapping or making of a connection is made by a duly authorized employee of the public utilities commission of the city in accordance with the Minnesota plumbing code and also unless a minimum of three-fourths inch (3/4") type K copper tubing is used from the said water main to the property line of the property so connected.
