A. Permit Required: No person shall hereafter tap, or connect with, either directly or indirectly, any water mains within the limits of the city without first having obtained permission therefor from the city council, and a written permit therefor, under the hand of the city administrator, issued for such tapping or connection, nor shall any person so tap or connect, either directly or indirectly, without paying to the said city administrator the fee or charge hereinafter fixed and established.
B. Permit Required For Extra Connections: No person having a connection with any water main in the city from any lot or from any building of any kind shall connect therewith from any other lot or building whatsoever owned or controlled by him without first having obtained permission from the city council and a permit from the city administrator as hereinbefore provided, nor shall any person having connection with any water main as aforesaid, allow, suffer or permit any other person to connect therewith from any lot or any building of whatsoever name or nature owned or controlled by such person, unless such other person shall first have obtained permission from the said city council and a permit from the said city administrator as in this section provided.
C. Who May Issue Permits:
1. If the city council by resolution specifically authorizes him to do so, the city administrator may issue tapping and construction permits for water mains and sewer lines under this title prior to actual city council approval; provided, that all fees and charges have been paid and all other requirements of this chapter have been fulfilled, including the approval of the water and sewer inspector.
2. In such cases, the permits would then be subject to ratification by the city council at its next regular meeting. In the event that the council should for any reason refuse to ratify the granting of such a permit, the city administrator shall issue a five (5) day notice to the permittee and, unless satisfactory arrangements are made in that time, the water shall be shut off at the stop box.
