No person shall drive a vehicle upon any street, parkway or road within a park, playground or public beach of the City in a reckless or careless manner or at an unreasonable rate of speed. No trucks shall be permitted upon any such street when, by resolution of the City Council, signs to that effect shall be posted at the entrance to such streets; and no vehicles shall be parked in any place where parking is prohibited by resolution of the City Council and "No Parking" signs duly posted.
