The occupant or owner of every building, or lot in the commercial district, tenement or premises fronting upon any street within the City and the owner of any unoccupied building or premises shall keep the sidewalk in front of their respective premises reasonably free and clear of snow and ice and shall, after each snowfall, cause the same to be removed within twenty four (24) hours after such snowfall; and upon failure to do so the Street Superintendent shall cause such snow or ice to be removed at the expense of such occupant or owner, to be recovered in a civil action in the name of the City.
