6-3-8: RESTRICTIONS; HIGHWAY USE:
   A.    No snowmobile shall be operated upon a public street or highway unless it is equipped with at least one headlamp, one tail lamp, each of minimum candlepower as prescribed by state statute, reflector material of a minimum area of sixteen (16) square inches mounted on each side forward of the handlebars, and with brakes, each of which shall conform to standards prescribed by state statute.
   B.    It is unlawful for any person to operate a snowmobile, ATV or motorized golf cart not licensed for highway use or when operating on natural terrain within the city limits:
      1.    Intoxication: At any place, while under the influence of alcohol or drugs as defined in Minnesota statutes, section 169.121, which is hereby incorporated herein by reference.
      2.    Speed Limit: At a rate of speed greater than reasonable or proper under all surrounding circumstances.
      3.    Reckless Driving: At any place carelessly or heedlessly in disregard of the rights or safety of others, or in a manner so as to endanger or be likely to endanger or cause injury or damage to any person or property.
      4.    Hours Restricted; Snowmobile: During the hours from eleven o'clock (11:00) P.M. to seven o'clock (7:00) A.M. of any day, closer than one hundred feet (100') to any dwelling which is usually occupied by one or more persons.
      5.    Hours Restricted ATV/Motorized Golf Cart: ATVs/motorized golf carts may only be operated on designated roadways from sunrise to sunset. They shall not be operated in inclement weather or when visibility is impaired by weather, smog, fog or other conditions, or at any time when there is insufficient light to clearly see persons and vehicles on the roadway at a distance of five hundred feet (500').
      6.    Towing: So as to tow any person or thing except through the use of a rigid tow bar attached to the rear of the snowmobile, ATV or motorized golf cart.
      7.    Slow Moving Vehicle Emblem: Motorized golf carts shall display the slow moving vehicle emblem provided for in Minnesota statutes section 169.522, when operating on designated roadways. (Ord. 237, 7-26-2004)
