After the organization of each city council, and at the first meeting thereof, the mayor shall appoint, with the advice and consent of the council, such committees as may be ordered or required by the laws of the state or by city ordinances, and when necessary any committee may be appointed at any subsequent meeting, with the advice and consent of the council.
