All service charge amounts collected by the fire district pursuant to this chapter shall be retained by the fire district. Delinquent service charge amounts collected by the city as provided herein shall be paid over to the fire district, except that the city may reimburse itself from the amounts collected for the costs it incurred to collect the delinquent service charge. All service charge amount collected or received by the fire district shall be placed in its account and shall only be used for the operational or capital costs of the fire district.
