Upon the certificate of any bonded sidewalk and curb contractor being suspended by the engineer, such engineer must report the same in writing to the council at its next regular meeting together with his reasons for such suspension, and the council may either revoke such certificate or withdraw such suspension and if such certificate shall be revoked by the council, it shall thereafter be unlawful for such person to engage in the business of building, constructing or repairing sidewalks or curbs under such revoked certificate.
