The engineer, or such other person as the council may direct, shall at all times have direct supervision over the construction or repairing of all sidewalks and curbs and may, at any time when sidewalks and curbs are not being constructed or repaired in accordance with the specifications covering the same, have authority to order the contractor constructing or repairing such sidewalk or curb to suspend work thereon until such construction or repairing shall be made to conform in all respects to the plans and specifications therefor.
