9-1-9: CONDEMNATION:
All sidewalks which are now or which may be by reason of natural deterioration or decay or by reason of unevenness, steps, rapid slopes or from any cause whatsoever, become dangerous to the public safety, may be condemned by the engineer and may be by him immediately removed, remodeled or repaired, as in his judgment may be most expedient and the cost thereof shall be assessed against and collected as a special tax upon the lot or lots abutting upon such sidewalks.
