The construction of all sidewalks and curbs ordered constructed in the manner hereinbefore provided and which the owner of the premises in front of or along which the same have been ordered constructed shall fail, neglect or refuse to construct, shall be by contract and the city shall, annually, let a contract to the lowest responsible bidder for the construction of all sidewalks and curbs which shall be ordered constructed during the ensuing year and which the owners of the premises in front of or along which the same has been ordered constructed shall fail, neglect or refuse to construct. Such sidewalk or curb shall be constructed by such sidewalk or curb contractor, in accordance with the specifications and subject to the conditions contained in this chapter and his contract, and all such constructions shall be under the immediate supervision and control of and to the satisfaction of the engineer.
