8-5-13: BUILDING AND PLUMBING PERMITS:
The construction of a structure of any kind without the necessary building and plumbing permits, or any attempted construction of any structure in which a building or plumbing permit was originally granted but the structure was not completed within the original time limits of the permit or any extension thereof, and any construction in violation of any building or plumbing permit issued is declared to be a public nuisance. A "building or plumbing permit" is defined as those certain permits issued by the department of public works, after application, which ensure that construction within the city will be in compliance with the ordinances of the city. All construction authorized by a building permit shall be completed with reasonable diligence and a certificate of occupancy secured. (Ord. 712, 5-2-1983)
