If any person shall dump, empty, or throw any manure, tin cans, coarse rubbish, dead animals, brush, trees, branches or any grass clippings of any sort into an open or covered drain, sewer, water ditch, flume or natural watercourse within the limits of the city, or in violation of the garbage ordinance, such person shall be deemed to have committed a nuisance.
