If any person shall slaughter or kill any cattle, calves, sheep or swine within the city limits or within one mile of the city limits, or shall occupy or use any yard, pen or enclosure or building for the purpose aforesaid within the city limits, or within one-half (1/2) mile thereof, without written permission from the council, every such person shall be guilty of maintaining a nuisance.
