The application for license shall be presented to the council and endorsed by the director of public works and no person shall receive such license who does not have an established place of business within the corporate limits of the city and who shall not first have furnished the director of public works satisfactory evidence of his responsibility and qualifications to ply their trade in accordance with the requirements of this chapter and the director of public work's rules for the conduct of such work.
