No person shall engage in or conduct the business of sewer connecting and house draining, or excavate any trenches for sewer pipes, or open, uncover or in any manner make connection with, or lay, any sewer or drain or attach to, modify or repair any appurtenances to sewer connections with the sewer in the streets or alleys, or with any private sewer or drain in the city without holding the proper license and permit for such work from the council excepting only persons operating under special contract with the city to do such work.
