The city shall, annually, by resolution, adopt a special assessment as authorized by sections 7-14-4105 and 7-14-4106, Montana Code Annotated, 1981, as from time to time amended. The special assessment shall be adopted in the same manner as other special assessments, and shall consist of the certain rates and charges set by this chapter, together with any special service costs to be assessed.
