Every charge, cost, or fee levied by or pursuant to this chapter shall become, from and after it is due and payable, in the discretion of the director of public works, a personal debt of the person, commercial or residential refuse generator receiving collection services, and may be collected by a civil suit instituted in the name of the city, in city court, by the city attorney, upon the request of the director of public works. Notwithstanding any other provision to the contrary, the remedy provided by this section shall be cumulative and supplement other remedies provided by this chapter, and shall in no way interfere with the assessment of the charges against the various refuse generators as a tax.
