The peddling, distributing, throwing or otherwise placing or causing to be peddled, distributed, thrown, or otherwise placed upon the streets or in or upon premises or property within the city of any handbills shall be permissive in the residential area of said city, and said peddling, distributing, throwing or otherwise placing or causing to be peddled, distributed, thrown or otherwise placed of any handbills in the business district or any portion thereof or in or upon any automobile in both business and residential areas is hereby prohibited.
