No person shall peddle, distribute, throw, or otherwise place or cause to be peddled, distributed, thrown, or otherwise placed upon the streets of the city or in or upon any property within said city any handbills in such a manner that the same may be blown from such premises or property upon lawns, boulevards or streets of the city.
