5-1-1: DEFINITION:
The word "handbill" as used herein shall mean any printed, written, mimeographed, stenciled or other circular, paper, card or cardboard, whether folded or otherwise, which shall be distributed by carrier or otherwise in the city. (Ord. 451, 2-1-1954)
