The Director of Planning and Inspections, upon his or her own initiative or upon notice from any person of the existence of any of the conditions described in § 50.35, shall cause to be made, by an appropriate Craven County Health Department official or a City official designated by the Director of Planning and Inspections, an investigation of the property as may be necessary to determine whether, in fact, the conditions exist as to constitute a public nuisance as declared in § 50.35.
