Sec. 1. Incorporation; powers generally.
   Subject to the provisions of section 4 of this Act [Charter], the inhabitants of the City of Havelock, Craven County, within the boundaries hereinafter established, are hereby incorporated under the name of the “City of Havelock” and same is hereby created a body politic and corporate; and shall hereafter possess all the corporate powers and be subject to all the provisions contained in Chapter 160 of the General Statutes of North Carolina.
   In addition to authority granted by G.S. 160-240, the Board of Commissioners of the City may require owners of improved property which may be located upon or near any water line of the City to connect with the City water system, and may establish and collect reasonable charges for such connections.
