The provisions of the Pawnbrokers Modernization Act, G.S. Ch. 91A, shall apply to all persons engaging in the business of the sale, purchase, or transfer of any used or secondhand personal property; provided, that the provisions of this section shall not apply to the sale, purchase, or transfer of used or secondhand books nor vehicles for which a title is registered or transferred through the North Carolina Division of Motor Vehicles.
