All pawnbrokers and pawnshops within the City shall be regulated in accordance with the provisions of the Pawnbrokers Modernization Act as set forth in G.S. Ch. 91A, as amended from time to time, which is hereby adopted and incorporated herein by reference as though fully set forth.
