In addition to the penalties provided by § 10.99, violation of any of the provisions of this Code shall subject the offender to: A civil penalty in the amount as set forth in the City Fee Schedule. The penalty hereunder shall be assessed by the issuance of a notice and citation of violation which shall be affixed to the vehicle or obstruction unlawfully placed or parked, as the case may be, and which shall be due and payable within forty-eight (48) hours from the time of the issuance; and
