§ 90.31 BIRDS WHICH CONSTITUTE A NUISANCE.
   In the event that starlings or other similar birds are found to congregate in the numbers in a particular locality that they constitute a nuisance or a menace to the public’s health, safety, and welfare, then the birds may be destroyed in the numbers and in such a manner as is deemed reasonable and advisable by the Police Chief for the City.
