When signs are erected, placed, or installed in each block giving notice thereof, no person shall park a vehicle for longer than thirty (30) minutes at any time upon any streets designated on the official traffic maps of the City as areas where parking is limited to thirty (30) minutes. The changing of the position of a vehicle from one point directly to another point within the same block shall be deemed as one continuous parking period.
