When signs are placed, erected, or installed in each block giving notice thereof, no person shall park a vehicle for longer than one hour at any time between the hours of 6:00 a.m. and 6:30 p.m. of any day, except Sunday and public holidays, upon any of the streets designated on the official traffic maps of the City as areas where parking is limited to one hour during certain hours. The changing of the position of a vehicle from one point directly to another point within the same block shall be deemed as one continuous parking period.
