TNR programs are implemented to help manage feral cat populations. Individuals, groups, or organizations, known as caretakers, that operate or volunteer for TNR programs must be registered with the Chief of Police or Animal Control Officer. Paperwork on cats returned from TNR programs must be maintained by the registered caretaker. All TNR cats must be inoculated for rabies as required by state law.
