(A) Spills or leaks of pollutants discharged to or having the potential to be transported indirectly to the storm sewer system shall be contained, controlled, collected, and removed promptly by the person causing or allowing, either directly or indirectly, the spill or leak or by the owner of the property upon which the spill or leak occurred.
(B) Any person associated with a spill, leak, or discharge of pollutants of more than twenty-five (25) gallons shall immediately notify the City Fire Chief or his or her designee of the spill, leak, or discharge. Notification shall not relieve any person of any expenses related to the restoration, loss, damage, or other liability which may be incurred as a result of the spill, leak, or discharge, nor shall the notification relieve any person from other liability which may be imposed by state or other law or regulation.
