Consistent with applicable law, the City Director of Planning and Inspections or his or her designee shall be permitted to enter upon public or private property for the purposes of observation, inspection, monitoring, or repair of storm sewer systems. Prior to conducting any observation, inspection, monitoring, or repair, the City Director of Planning and Inspections or his or her designee shall notify the owner or occupant of the property of the time, place, and scope of the observation, inspection, monitoring, or repair. Should the owner or occupant of the property refuse to permit the reasonable access, the City Director of Planning and Inspections or his or her designee shall obtain an administrative search warrant pursuant to G.S. § 15-27.2.
