§ 90.20 INOCULATION AGAINST RABIES; LICENSING OF DOGS, CATS, FERRETS, AND MINIATURE PIGS.
   (A)   Required. No dog or cat shall be owned, kept, harbored, maintained, cared for, or otherwise possessed within the municipal limits of the City unless it shall have been inoculated against rabies as required by G.S. § 130A-185. Proof of the inoculation shall be attached to the dog or cat at all times and to insert the following in lieu thereof: Further, no ferret shall be owned, kept, harbored, maintained, cared for, or otherwise possessed within the municipal limits of the City unless it shall have been inoculated against rabies by a licensed veterinarian. Proof of inoculation shall be attached to the dog, cat, or ferret at all times.
   (B)   Licensing of dogs, cats, ferrets, and miniature pigs. It shall be unlawful for any dog, cat, ferret, or miniature pig to be owned, kept, harbored, maintained, cared for, or otherwise possessed within the municipal limits of the City without a valid and current license from the City. The City Clerk shall issue the license upon application therefor by the owner and payment by the owner of a license fee as set forth in the City Fee Schedule per animal.
      (1)   The application shall contain the name, current address, and telephone number of the owner and the following additional information:
         (a)   For each dog, cat, and ferret, valid proof of current rabies inoculation as required by division (A) above; and
         (b)   For each miniature pig, the location where the pig will be kept, the registration information for the pig, and a veterinarian’s statement of current vaccination information and (if necessary) tusk removal as further described in § 90.17(A)(6).
      The licenses shall be issued on an annual basis, being valid for the period from the first day of January of a given year through the thirty-first day of January of the following year. The license fee shall be the same regardless of the date during the year when the license is issued by the City.
